Ptolemy considers Capricorn as ruling sign of Indian subcontinent. As per modern geography/atlas Capricorn starts from Bangladesh and ends near western border  of             Pakistan,

The capital city is a heart/head of a nation.

Dacca capital of Bangladesh is at 90-25Elong, so ruling 29^d -35^m Sagittarius and sub sign Pisces signifies Bangladesh,  land of rivers fish wetland and watertransport. Bangladesh librated in month of Dhanu                                                                                                                                                                      

whole modern India and Pakistan are under Capricorn. The capital of India New Delhi 77-14E =12^d -46^m of Capricorn ruling. Now one thing is to be noted that aria of all sign and sub sign are not exact as shown above duration and length are variable As per above Fig.2 sub sign of New Delhi may be Virgo but by experience and observation I think sub sign is LEO.

 We can say Capricorn is ruling INDIA in other manner also. India declared REPUBLIC on 26^th of January 1950, the Sun (noon) 12^d 36^m 30^s Capricorn, exact on ruling degree of New Delhi.

Now see the horoscope A of India’s Independence Aazadi 15^th august 1947.

1. Ascendant Taurus 7^d -46^m -56^sc that is Leo dwadashansh is rising. If we correlate ruling sign and rising sign together both Capricorn and Taurus are of earthy triangle and in sub signLeo. It is interesting to note that seal of Indian Government contains imprecation of three lions standing together, so I think ruling sign Capricorn, rising sign Taurus and sub sign is LEO of modern India.  

2. India is large and vast country, many states societies and cultures are there, so we have to think sub sign for various parts of India. Bombay now Munbai is financial / economic capital at 72-50 E long = Capricorn 17^td -10^m.that is Libra sub sign ruling. Libra is a sign of business and trade, Libra is in 10^th   house of profession and business from ruling Capricorn. Gujarati are called “Baniya” community related to business. Whole Gujarat is under sub sign of Libra. 

3. USA celebrating 4^th July as Independence Day because on that day in the year 1776 Americans declared their land Free from British rule. Whenever only date of an event or establishment is known, horoscope of sunrise or noon and its 10^th cusp should be consider. Now see horoscope B of 4^th July 1776 “Declaration of Independence” the Sun is at 22^d   Sidereal Gemini (Nirayan Mithuna). The capital Washington DC on 77 W =17^d Gemini, .New York 73-50W and Boston 71-05W (“Boston Tea Party” first agitation against British) all are under Gemini ruling. So Gemini is ruling sign of USA.We can see an eagle with spared wings in seal of USA Government.  Gemini is an airy sign and its lord Mercury is an Angel with wings in western mythology. According to Hindu astrology Mercury /Budha signifies Lord Vishnu and Garuda/ the eagle is ride of Vishnu. See how these Hindu and Western astrology and mythology correlate with each other. One more interesting point is, according to Fig.2 sub-sign of New-York (73-50W=Gemini 13-50) is Virgo, statue of Liberty a leady with torch itself indicates *Virgo.* The great Varahamihir describes in Brihat Jataka ch.1 st.5 “Kanya (Virgo) is shown by a virgin seated in a boat with a crop in one hand and with a light in the other” (English translation by B.Suyryanarain Rao edited by B.V.Raman). Observation of ruling sign is surprising!!
